Did I need to use a damper for this product?

The FanTech RE-8XL does not need to use a damper.

Can this unit be installed on an 8 in 12 (steep) roof and remain water tight?

No it can not, The pitch is to steep and rain water running down the roof will more than likely enter the unit.
